It's not really a "distro", rather a firewall appliance that just
happens to be implemented on top of Linux - check out
http://www.smoothwall.org.  Wickedly easy to configure, and comes with
IPsec bundled.  The "free" GPL version only allows point-to-point VPN's
(no routing between multiple VPN clients).

I understand that the non-free "corporate" variant
(http://www.smoothwall.co.uk) supports star-networks.
