Why does abuse handling take so long ?

Define "contacts don't work properly".
- Email / phone number does not exist?
- Email / phone was answered by unhelpful person?
- Your particular issue provided in email / phone call was not addressed
immediately (or within a timeframe that *you* see as appropriate)?
The first can be verified objectively. The others are subjective and
impossible to verify.
