Severe selection bias in that statement. Odd *noticed* behavior is always
noticed. There's literally *no* way to know how many times somebody's
looked at a packet trace trying to diagnose something else and failed to
notice something subtly odd. (Donald Rumsfeld correctly identified these
as "unknown unknowns").
