There are just 256 numbers available in
https://www.iana.org/assignments/protocol-numbers. We could decide that we
only assign them when there's a consensus or we could go with the
alternative. Which do you prefer?
There are a whole bunch of well-known policies. On the whole, the less
limited the resource is the more liberal the policy. Maybe that's wrong and
we should make everything FCFS.
